Hotkeys for manual reordering

Description

Allow the user to manually reorder items using hotkeys. When the user selects the item and presses the down arrow key, the item will move down. When the user selects the item and presses the up arrow key, the item will move up.

Requirements

• Hotkeys should only apply to items that are in range (ex. 'up' hotkey will not work on top item).
